Provides expertise, consultative advice, and guidance to senior management regarding operating budgets and related issues. Supports senior management in translating their business strategies into accompanying financial strategies, multi-year business & financial plans, performance measures and targets. Ensures corporate direction and standards are followed as they relate to financial planning & budgeting, financial controls, accounting, financial reporting and contractual agreements.
- Responsible for reviewing, coordinating, preparing and monitoring budget preparation, projections and updates
- Communicates with management, and other key stakeholders on findings, major issues, proposed changes, and progress, providing specialist expertise, consultative advice, and guidance to senior management as required
- Liaises with internal and external stakeholders to achieve objectives
- Develops, programs and maintains comprehensive operating budget systems to accurately and efficiently calculate labour expenditures/budgets and investigate/research opportunities for improvements
- Develops short and long-term operating budget forecasts, and alternate hypothetical models to account for potential variable scenarios, for senior management
- Analyzes actual results, budgets and year over year trend analyses for review by senior management, including identification and evaluation of alternative strategies that may similarly achieve the desired financial and service level targets
- Interprets budget directives from external parties, (e.g. City, Province), and participates in establishing strategies for achieving directives
- Leads preparation of various Operating Budget documentation, period and year-end financial reporting, presentations, briefing notes and assists with preparation of Board reports
- Conducts and/or coordinates training sessions for staff in the areas of budgeting concepts and proper utilization of budgeting tools.
- Prepares monthly reports detailing departmental year-to-date and projected year-end budget variances, absence rates, workforce complement and supporting analyses for Senior Management
- Contributes to quarterly Operating Budget Variance Reports for submission to the City
- Develops and reviews Board Reports to ensure financial impact information presented is reasonable and accurate
- Responsible for conducting research, developing interpretations and preparing financial / statistical reports
- Performs research and analysis on various business requirements
- Supports oversight of the performance of contractual obligations such as third-party service provide agreements
- Meets with senior management to review business developments and ensure alignment with actual financial results, projections, forecasts and budgets.

- Completion of a post-secondary degree in Business Administration, Accounting, Finance, Economics or a related discipline, or a combination of education, training and experience deemed to be equivalent
- Demonstrated work experience with SAP is preferred
- Prior work experience in a directly related field where detailed knowledge of budgeting and financial analysis methods and procedures are important
- Experience in the preparation of budgetary reporting, financial analysis and period and year-end financial reporting for a managerial audience
- Demonstrated experience with cost control and audit principles, methods, practices, performance measures.
- A CPA, MBA or equivalent recognized designation is preferred
- Working knowledge of and experience with Public Sector Accounting Standards is an asset
- Working knowledge of transit operations and associated maintenance is an asset
- Requires a sound knowledge of standard accounting and budgeting principles, methods
- Must possess proven research, analytical and problem solving skills
- Must possess excellent strategic, lateral thinking, planning, analytical, and problem solving skills with the capacity to effectively plan, develop, implement and evaluate complex administrative and operating systems
- Excellent organizational, verbal and written communication skills; good presentation skills; and the ability to organize and prioritize work while meeting stringent deadlines.
- Proven excellent written and verbal communication skills, including writing reports and delivering presentations with complex technical information to senior leadership teams
- Must possess ability to manage competing priorities and demands in a rapidly changing environment
- General systems and spreadsheet capabilities are essential, including demonstrated proficiency with SAP, PowerPoint Excel, and Word
- Must have, or rapidly acquire, a comprehensive knowledge of the Ontario Human Rights Code and Related Orders including disability accommodation and accessibility requirements pertaining to passengers and employees
