Department Overview

The Group Manager, Global Security leads and manages a physical security team, overseeing diverse functions, usually involving short to medium term planning. Role ensures an integrated approach with other business areas, the broader organization, and enterprise control functions. Review the protection of organizational assets and human resources across all TD enterprise-wide locations, through the implementation of internal and external direction and advice, by planning operational needs, analyzing and reporting on intelligence to inform investigations and supporting GSI leadership.

The Group Manager, Employee Protection Programs for GSI will be responsible for the management of TD's Employee and Executive Protection Programs and provide direction regarding EP security strategy, and risk management initiatives.

Job Description

Depth & Scope:
  • Provides people management leadership by hiring the best talent, setting goals, developing staff, managing employee performance and compensation decisions, promoting teamwork and handling any/all disciplinary actions, as required
  • Leads and manages a team of security professionals and overall operation in an area of moderate to high complexity, scope or risk, while growing talent, developing skills and capabilities to achieve career goals, support project / initiative success and achieve business results
  • Assist in developing and managing the EP Program consistent with the level of threat and risks to senior leaders. Identify and quantify risks, recommend mitigation strategies, and execute against approved plans.
  • Develop strategic plans and drive operational integration with other critical EP functions, to include threat management, event and travel security.
  • Manage office security, movement security, residential security, and travel security for corporate leadership.
  • Manages the preparation of security planning for a variety of events which involve large concentrations of senior executives, including annual shareholders meetings, off-site Executive Committee meetings, off-site Board of Directors' meetings, Rewards and Recognition events etc.
  • Ability to present and make recommendations to senior management and executives
  • Ensures an integrated approach with other business areas, broader organization, and enterprise as appropriate
  • Coordinates and prioritizes multiple initiatives and manages resource allocation
  • Establishes effective relationships with different Stakeholders, Business Sponsors, Executives and LOB
  • Provides support and contributes to the overall discipline and strategy for respective areas
  • Provides coaching, mentorship and guidance to practitioners, business, executives within area of expertise
  • Deep knowledge and understanding of businesses / technology, and organizational practices/ disciplines
  • Sound to advanced knowledge of external competition, industry and/or market trends in relation to own function / business
  • Focus on short to medium-term issues (e.g. 6-12 months)
Customer Accountabilities:
  • Manages key programs, initiatives and projects that provide support to GSI and Internal Stakeholders; Acts as the first point of contact with Senior Executive offices on all security/safety and risk management topics/inquires; and provides internal event planners (across all business lines) with security and risk management advice, guidance and solutions for TDBG special events
  • Provides GSI teams with enterprise-level physical security and risk management advice, including guidance on access control, installation and use of security equipment
  • Develops governance material to ensure program compliance, and mitigate legal, audit and liability risks
  • Develops various leadership-level communications for programs, emerging trends, industry trends and incident management purposes
  • Researches and provides up-to-date information/benchmarks for procedures and standards, participates in developing and implementing effective security risk management programs, and provides direction and guidance to TD management and employees
  • Coordinates and develops plans, programs and other support functions for the physical protection of Senior Executives (at work, home, and while travelling)
  • Creates and oversees security plans and treatments for all large scale TDBG special events
  • Manages and oversees security procedures and staffing requirements relating to the protection of the Executive floor and assets
  • Deals directly with persons in similar functions in external government, security, law enforcement and emergency services officials, industry peers, and general business security personnel at a similar level.
  • May provide evidence during audits

Job Requirements

Shareholder Accountabilities:
  • Contributes to the development of the business plan, operationalize the plan and deliver on assigned service/functionality
  • Works with key business leaders to develop business plan, ensuring the optimal use of resources and leverages TD’s operating model to maximize efficiency, effectiveness and scale
  • Monitors and communicates effectiveness of strategies, programs, and practices related to own area of accountability
  • Ensures programs, policies and practices continue to meet business needs, complies with internal and external requirements, and aligns with business priorities
  • Proactively identifies key business opportunities, researches and recommends enhancements/ modifications, develops strategies to achieve recommendations
  • Coordinates activities with partners across the organization, may include HR, Technology, Finance, Risk Mgmt etc.
  • Ensures team operates in compliance with applicable internal and external requirements, and employees comply with Bank and industry codes of conduct
  • Ensure appropriate reporting and escalation of issues based on risk profile
  • Leads relationships with business lines / corporate and/or control functions to ensure alignment with enterprise and/or regulatory requirements
  • Keeps abreast of emerging issues, trends, and evolving regulatory requirements and assess potential impacts
  • Maintains a culture of risk management and control, supported by effective processes in alignment with risk appetite
  • Leads the creation of, and supports the implementation of the GSI Governance Interaction Model, GSI standards, procedures, and processes developed to meet business needs
  • Works with GSI SMEs and other internal and external stakeholders while developing governance material to ensure program compliance, and mitigate legal, audit and liability risks
  • Monitors the effectives of governance material by assessing and identifying gaps or deficiencies. Implements improvements to ensure the ongoing effective management of vulnerabilities, management of security risks, and compliance with appropriate industry standards

Additional Information

Education & Experience:
  • Undergraduate degree or relevant professional certifications, designations, or equivalent required in security management, risk management or business administration, or comparable professional education/training in a field relevant to security management required. Minimum of 5 + years of relevant management experience with a corporate or government security department within an organization of comparable size and complexity to TD is preferred.7+ years relevant experience
  • Proficient knowledge of physical security, crime prevention, program management, banking industry, a variety of products, services, policies & procedures, laws, rules and regulations
  • Prior experience conducting ongoing threat, risk, residential and vulnerability assessments
  • Experience in security or executive protection in a corporate/law enforcement/military/government setting with a proven track record of success in driving business outcomes.
  • Experience managing protection and event security operations
  • Can demonstrate effective liaison relationships as appropriate for job functions, at field levels, with national / federal, regional / provincial / state and local / municipal law enforcement, intelligence and security agencies
  • Ability to demonstrate investigative skills to gain information to support the assessment and decision making process of investigations.
  • Advanced knowledge of physical security, crime prevention, program management and governance, fraud strategy, analytical capabilities and operational efficiencies.
  • Advanced knowledge of banking industry, enterprise frameworks, a variety of products, services, policies & procedures, laws, rules and regulations
  • Knowledge of risk management environment, standards, regulations and mitigation
  • Knowledge of current and emerging competitor and market trends
  • Skill in mentoring, coaching, development and performance management of others
  • Ability to contribute to the strategic direction of the function and provide advice to senior leadership
