TransEd Valley line LRT is looking for an Operations Manager to join their team of Rail Professionals. Reporting to the General Manager, the Operations Manager is responsible for all aspects of transit system operations required to provide passengers with safe, effective, and efficient transit service. Responsible for developing and implementing specific goals and objectives that will deliver system safety performance and profitability objectives. Accountable for effective communication of plans, policies, and procedures. The Operations Manager provides effective senior management guidance including planning and organizing all control centre activities. The Operations Manager is responsible for the management of all operations activities required to meet safety, service availability, reliability and budget goals including the management of the Control Centre Supervisors and the Route Supervisors

TransEd Valley Line LRT is the first piece of the Valley Line project in Edmonton. Connecting Millwoods to downtown Edmonton, the Valley Line allows commuters to go from the South East of Edmonton to any where the LRT stops.

A typical day for the Operations Manager

  • Exercises leadership and supervision over the personnel and activities of the Operations organization; provides consul and guidance to and renders performance appraisal evaluations on Operations personnel; responsible, directly or indirectly, for significant personnel actions such as promotions, demotions, disciplinary actions and grievance proceedings; participates in labor/management negotiations and proceedings as required.
  • Ensures that all parts of the control centre organization carry out their assigned duties in a manner that will meet company goals and objectives to ensure that all activities are accomplished efficiently, safely, and economically.
  • Manages Operations through:planning, developing, organizing, delegating, and carrying out all work required to ensure that safe, effective, and efficient transit service is provided to the passengers.
  • establishing performance objectives for all Operations personnel, ensuring that all employees understand these objectives, monitoring and reporting on performance against these objectives, and developing remedial plans when required to ensure that performance objectives are met.
  • Assisting the GM with preparation of the annual Operations Budget, monitoring expenditures and variances, and developing remedial plans when required to ensure that budget targets are met.
  • Developing, reviewing, justifying, and monitoring Operations staffing requirements.
  • Ensures the effective use of personnel in Operations through proper employee selection and training, regular employee performance evaluation, employee retraining and re-certification whenever required, recognition of good employee performance and the use of disciplinary action when required.
  • Ensures the proper implementation of company financial, administrative and personnel policies as these apply to Operations employees. Contributes to the development and refinement of TransEd LRT policies and procedures.
  • Continuously develops and refines Operations systems and procedures to improve the efficiency of Operations.
  • Develops and refines system operating plans and schedules to meet customer requirements.
  • Ensures that Operations employees adhere to all rules.
  • Develops and implements policies and procedures for normal operations, failure management and emergency response.
  • Investigates all incident/accident reports involving real or potential threats to passenger or employee health or safety, reports fully on these events to the O&M Director (SDC General Manager) and ensures that all appropriate measures are implemented to prevent or minimize the reoccurrence of such events.
  • Reviews and approves all changes to Operations Manuals and Plans.
  • Participates in senior management and other meetings as required and works with peers, superiors, and subordinates to ensure matters of mutual concern are promptly addressed and resolved.
  • Ensures that the proper image of the TransEd LRT is represented to customers through the conduct of all Operations employees.
  • Develops training programs and trains staff in the applicable aspects of the TransEd LRT system.
  • Prepares reports as required.
  • On-call for incident and emergency attendance after normal office hours.
  • Performs other related duties as required.

What you will bring to the team

  • Graduation from an accredited College or University with a bachelor’s degree in Transportation Management, Engineering, or a related field, with extensive progressively responsible experience in all facets of rapid transit operations.
  • Extensive recent experience as a high-level supervisor/manager of a rapid transit operational function is an asset. An equivalent combination of education and experience may be acceptable.
  • Knowledge of, or the ability to rapidly attain a thorough knowledge of the TransEd LRT operation rules and regulations, operations plans and procedures and Collective Bargaining Agreements; ability to lead and manage all the diverse control centre personnel and functions.
  • Experience in labor relations and the preparation and monitoring of budgets is preferred.
  • Ability to communicate effectively, both orally and in writing in English; ability to maintain a rapport with employees and other personnel and the ability to deal courteously and effectively with others. Excellent sense of time and priority.
