Job Description


ADGA has a current opportunity for a Senior Procurement Specialist to support one of our large Defence programs. Within this role the successful candidate will be responsible for the following tasks:

  • Participate in and contribute to procurement program management in Program Coordination Office (PCO).
  • Monitor, track progress of procurement files; produce status reports and dashboards to senior management and stakeholders.
  • Prepare and review SOWs, Evaluation Criteria and other contracting/procurement documents as required.
  • Prepare Procurement Plans and Risk Assessments.
  • Participate in procurement working groups to develop procurement strategies.
  • Produce solicitation documents, such as Requests for Information and Requests for Proposal, etc.
  • Create procurement documents, such as Purchase Requisitions, Requests for Quotation, Purchase Orders, Outline Agreements, and Call-Ups against Standing Offers/Supply Arrangements in the Defence Resource Management Information System (DRMIS) and other systems.
  • Maintain digital and physical procurement files.
  • Support TA and Procurement Authorities with procurement and contract reporting.
  • Review invoices and supporting documents; and
  • Perform any other work related to this category.

Qualifications
  • Graduated from post-secondary College or University with Accounting, Finance, Business Administration, or relevant field will be considered a strong asset.
  • 5+ years of demonstrated experience as a Procurement Specialist on Military systems with knowledge and experience DND procurement processes.
  • 8+ years of experience working as a Procurement Specialist performing a minimum of 4 of the 6 following tasks:
    • Using MS Office suite (e.g., Word, Excel, Access, Outlook, and PowerPoint).
    • Experience using Defence Resource Management Information System (DRMIS) Materiel Management or SAP Materiel Management, Purchasing.
    • Reviewing procurement documents including statements of work, evaluation criteria and selection methodologies.
    • Developing procurement plans and strategies and conducting procurement and /or contract risk assessments.
    • Preparing contractual documentation including, requests for information, requests for proposal, and contracts.
    • Providing advice and guidance on procurement and contracting to clients.
  • 8+ years of experience in the preparation of procurement concept documents or proposals in the field of procurement management.
  • 8+ years demonstrated experience in each of the assessment areas.
    • Developing briefings notes and presentations to address procurement and financial issues.
    • Liaising with stakeholders to support procurement requirements for the organisation.
    • Providing advice, guidance and recommendations on procurement and financial issues to support the decision-making of senior management.
