City Treasurer
POSITION SUMMARY: Reporting to the General Manager and as a member of the Executive Management Team, the City Treasurer is responsible for providing Corporate-wide leadership and strategic functional direction, advice, and guidance on matters of policy, procedure, or precedent related to financial services; provides direction to staff within the Office of the City Treasurer Division, and for fulfilling the responsibilities of Treasurer and Chief Financial Officer (CFO) for the Corporation as set out in the
Municipal Act, 2001.
Responsibilities of the City Treasurer and CFO include handling all of the financial affairs of the Municipality on behalf of, and in the manner directed by, Council. Specific responsibilities include financial management and long-term financial planning; accounting, budgets, financial reporting, and supply management; cash and investments; including partnerships with neighbouring municipalities and the Province of Ontario.
CORPORATE RESPONSIBILITIES:
- The City Treasurer shall be the Treasurer and CFO of the Corporation of the City of Thunder Bay.
- Participates as a member of the Executive Management Team (EMT) by providing input into proposed organizational reviews from across the organization; human resource management with respect to vacancy review, attrition planning, succession planning and filling vacancies; the Corporate Review Process; cost savings programs and initiatives; major issues management; and Corporate performance management.
- As a member of EMT, provides input into the development and ongoing review of the Corporate Strategic Plan as it relates to the Corporate Long Term Financial Plan, including plan implementation, coordination, and program delivery; coordinates interdepartmental work plans; provides and shares information; reviews Corporate policies and procedures; and prepares, reviews, and recommends capital and operating budgets.
- Leads the development and preparation of the annual and long-range budgets and financial plans; ensures the development of internal and external reporting for financial measurement purposes, including regular and internal reporting and timely preparation of quarterly and year-end reports and audited financial statements all in accordance with PSAB and GAAP.
- Provides leadership and expertise in the development of financial and fiscal management policies including taxation and assessment, revenues and recoveries, accounting, budget, financial reporting, investments, debt management, reserve and reserve fund management, and procurement.
- Directs the preparation and control of the annual Corporate operating and capital budgets.
- Directs the preparation of annual consolidated financial statements in accordance with generally accepted accounting principles under the Public Sector Accounting Board of the Canadian Institute of Chartered Accountants.
- Directs the implementation and co-ordination of tangible capital asset accounting across the Corporation.
- Directs the preparation of the annual Financial Information Return as required by the Ministry of Municipal Affairs and Housing and such other financial reporting as may be required by Federal and Provincial agencies.
- Oversees and co-ordinates the completion of all accounting records, including year-end; provides direction to City departments on policies and procedures.
- Oversees the establishment, maintenance, management and accounting of Reserves and Reserve Funds.
- Develops effective control measures for the protection of the City’s assets and resources.
- Prepares information, reports, letters and memoranda to the City Manager, General Manager, Mayor and Members of Council; attends Council/Committee meetings, public hearings, community and other public meetings as required; makes presentations and provides recommendations on matters pertaining to the Division.
- Monitors City growth and establishes standards for service delivery, ensuring they remain consistent with changing community needs and the overall Corporate Strategic Plan.
- Liaises with and responds to inquiries from internal divisions/departments, other municipalities and levels of government/agencies, community and user groups, agencies, banks, auditors and the general public as required; maintains appropriate media relations on issues of community and corporate concern.
- Maintains thorough knowledge of relevant legislation, regulations, and by-laws governing Municipal operations.
- Attends Committee of the Whole and City Council meetings, as required, advising on matters relating to financial services.
- Oversees the preparation of documentation for debenture issues.
- Responsible for Corporate budgets relating to the scope of authority.
DEPARTMENTAL RESPONSIBILITIES:
- Participates as a member of the Corporate Services Department Management Team by providing input into Department organizational and operational reviews, human resource management, budget issues, technical matters and major issues management. Also participates by providing input into the identification and development of Departmental policies, strategic initiatives, projects, and priorities.
- Represents the Department on various committees and cross-functional teams.
- Acts for and/or represents the General Manager, as required.
DIVISIONAL RESPONSIBILITIES:
- Develops, plans, and implements short- and long-range Divisional goals and objectives consistent with the Department’s strategic initiatives, projects, and work priorities, ensuring the highest level of service possible within available funding.
- Develops, administers, and maintains Divisional policies and procedures standard practices and instructions covering systems and procedures within the Division, consistent with Corporate and Departmental objectives.
- Develops and administers the annual operating and capital budgets for the Division; approves expenditures, monitors revenues, and manages budgets in a manner consistent with the Division’s operating objectives while maintaining optimum cost-benefit relationships.
- Maintains thorough knowledge of relevant legislation, regulations, bills, and by-laws governing accounting and financial reporting, banking and investments, and budgeting, and ensures compliance by the Division and City departments.
- Assesses Division staffing needs, makes recommendations on complement amendments and organizational structure, participates in recruitment processes, and makes effective hiring decisions.
- Manages Division staff including staff development, performance management/review, coaching/mentoring, health and safety, collective agreement administration, and discipline and termination decisions.
- Initiates studies and investigations affecting normal Divisional operations in order to enhance and improve upon existing methods of operation.
- Performs other related duties as required.
STATUTORY & LEGISLATIVE RESPONSIBILITIES:
- The Treasurer is responsible for handling all of the financial affairs of the Municipality on behalf of, and in the manner directed by, Council.
- Collects money payable to the Municipality and issues receipts for those payments.
- Deposits all money received on behalf of the Municipality in a financial institution designated by the Municipality.
- Pays all debts of the Municipality and other expenditures authorized by the Municipality.
- Maintains accurate records and accounts of the financial affairs of the Municipality.
- Provides Council with such information with respect to the financial affairs of the Municipality as it requires or requests.

QUALIFICATIONS:
Education/Experience:
- Degree in business administration, commerce, mathematics, or a related discipline together with a professional accounting designation and a minimum of eight years’ progressively responsible management experience in municipal finance or business management
- Experience in a management capacity in a large, unionized government or private sector organization
- Experience in business management, planning, budgets, and finance
- Experience in the various components of human resource management
- Knowledge of and ability to interpret applicable legislation and related regulations and municipal by-laws
Skills/Abilities:
- Superior ability to communicate effectively and concisely, both orally and in writing
- Superior ability to deliver presentations to a variety of audiences and to skillfully handle on-the-spot questions from senior officials, members of City Council, special interest groups, and the media
