The Senior Planning and Evaluation Specialist is located in Yellowknife and reports to the Manager of Planning and Evaluation. The Incumbent works directly with and has a functional reporting relationship on a project-by-project basis to senior managers including the Assistant Deputy Ministers, directors and superintendents within the department in conducting performance measurement and evaluation functions.
The Senior Planning and Evaluation Specialist is responsible for providing leadership and expert advice on performance measurement, program design, the development of monitoring and evaluation frameworks, and evaluation activities for the Department of Environment and Climate Change.
The purpose of the position is to develop and manage an on-going approach to department-wide performance measurement and evaluation activities, including program design, data collection, performance measurement, outcome reporting, and program evaluation to develop and integrate these activities into strategic planning, departmental priority setting, business plan development, and other financial planning and reporting processes. The position is responsible for supporting government renewal processes, ensuring compliance with the GNWT Evaluation Policy, and promoting public government accountability.
The Senior Planning and Evaluation Specialist initiates and coordinates the department’s performance measurement to ensure the effectiveness and efficiency of its strategies, programs and services; production of strategic planning documents; and outcome-based reporting in support of evidence-based decision making and departmental accountability. Monitoring and evaluation activities of this nature can be difficult to define, require sophisticated research techniques and evaluation expertise, and involve the development of new or unconventional methods or approaches, while ensuring best practices and professional competencies are met.
This level of knowledge, skill and ability is typically acquired through a combination of a university degree in Social Sciences or a related field and five years of work experience in program monitoring, evaluation, performance measurement and analysis, including at least one year working towards or having received the Credentialed Evaluator Designation through the Canadian Evaluation Society.
